What is SANRAL?
The South African National Roads Agency SOC Ltd (SANRAL) manages the country's national road network — roughly 23,000 km of routes. The two qualifying credentials
1. CIDB grading
Every SANRAL construction tender names a minimum Construction Industry Development Board (CIDB) grade — usually expressed as X CE for civil engineering. A CIDB 7 CE contractor cannot bid on a project marked 8 CE or higher. Confirm your grade is current and uploaded as a compliance document on your Tenderfy profile.
2. BBBEE level
SANRAL uses preferential procurement (80/20 or 90/10) under the PPPFA. Your BBBEE level translates directly into preference points. A verified Level 1 or Level 2 certificate is a meaningful advantage on close bids.
A practical bid checklist
- Valid CIDB registration at or above the required grade.
- Current BBBEE certificate from an accredited verification agency.
- SARS tax compliance status (Tax Clearance / Pin).
- Central Supplier Database (CSD) registration with matching banking details.
- Letter of good standing from the Compensation Fund.
- UIF and PAYE registration where applicable.
- Joint Venture agreement signed and notarised, if bidding as a JV.
- Returnable schedules complete — including local content (SBD 6.2) where required.
Avoiding the most common disqualifications
- Missing or expired CIDB certificate at the closing date.
- BBBEE certificate older than 12 months on submission.
- Pricing schedules (BoQ) with arithmetic errors or unpriced items.
- Late submission — the SANRAL tender box closes to the minute.
- Missing original signatures on returnable schedules.
